Policy Spotlight: What House Bill 1481 Covers

Texas is doubling down on keeping classrooms distraction-free. Starting with the 2025–2026 school year, all public and charter schools in the state will be required to enforce bell-to-bell cellphone restrictions under House Bill 1481, signed by Governor Greg Abbott. The law applies to more than 5 million K–12 students statewide, making Texas as one of the largest states to implement such a sweeping measure.

Early Adopters Lead the Way

Several districts aren’t waiting for the deadline to make changes.

  • Amarillo ISD has already seen fewer behavioral incidents since introducing secure phone pouches in middle and high schools.

  • Richardson ISD reported less vaping and reduced hallway disruptions within weeks of their ban.

  • Houston ISD, the largest district in Texas, will begin enforcing its new rules this fall—confiscating devices after the first violation and escalating consequences for repeat offenders.

These districts are becoming test cases for how enforcement works in practice and are helping shape how others will roll out their own plans.

Teachers and Parents Notice the Difference

In early-adopting schools, both teachers and parents have noted an immediate change:

  • More attention in class — Teachers say students are making more eye contact and participating more.

  • Less bullying and social media drama — Reduced phone access has lowered online conflicts spilling into the school day.

  • Better hallway behavior — Administrators report fewer tardies and less loitering between classes.

Parents also appreciate that their children aren’t glued to screens during the day, though some remain concerned about emergency communication—a concern districts are addressing with clear parent contact protocols.
